It there are no taxpayers to contribute to Central Coffers how does a country's infracture get paid for?; who pays for essential government services etc. Is it any wonder the rich and powerful of the world have made so many enemies. After all it is the rich and powerful who benefit most from the exploitation of the poor. This has been the case throughout history. There is fortunately, however, a section among the rich and powerful community which is prepared to take on their shared responsibility. BUT they are the exception rather than the rule.
